CANADIAN INTERNATIONAL TRADE TRIBUNAL CHAIRPERSON AND MEMBER APPOINTED

Ottawa, Ontario, February 5, 2008 – The Canadian International Trade Tribunal today announced that the Governor in Council has appointed André F. Scott as Chairperson of the Tribunal, effective February 29, 2008, and Pasquale Michaele Saroli as member, effective March 10, 2008.

Mr. Scott is a lawyer with 25 years of senior executive and managerial experience in both the public and private sectors. He is currently Vice-President Corporate Affairs, General Counsel and Secretary of Polycor Inc. where he is responsible for legal affairs related to U.S. acquisitions and the set-up of American subsidiary companies. From 1995 to 1999 he was Vice-Chairman and Vice-President Legal Services to the Agricultural and Food Marketing Board of Quebec, where he presided over numerous arbitration and litigation hearings. As Assistant Secretary (Assistant Deputy Minister) of the Secretariat of Canadian Intergovernmental Affairs, he reported directly to the Premier of Quebec and negotiated and concluded agreements on the elimination of interprovincial trade barriers in the construction industry and public markets between Quebec, Ontario and New Brunswick. A former Corporate Secretary of Atomic Energy of Canada Limited, he participated in the negotiation and drafting of engineering services contracts for projects in Korea, Argentina and Romania. He holds a Master of Laws degree from the University of Ottawa.

Mr. Saroli, also a lawyer, has a solid grounding in both administrative and international economic law. He has been employed at the Department of Finance since 1989, most recently as Senior Trade Policy Advisor in the International Trade Policy Division. From 1982 to 1989 he was an International Trade Development Officer with the Department of External Affairs. He served as interdepartmental project leader for the 1994 implementation of Uruguay Round–related amendments to Canada’s trade remedy laws and played a key role in the 1996–2000 legislative review of the Special Import Measures Act. Mr. Saroli was also Canada’s lead trade remedies negotiator in the Free Trade Area of the Americas, the Organisation for Economic Co-operation and Development Steel Subsidies Agreement, the Canada–European Free Trade Association Free Trade Agreement and the Canada–Korea Free Trade Agreement negotiations. He holds a Bachelor of Laws degree from the University of Windsor.

The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.
